Job Description

The Nigeria for Women Project (NFWP) is a Federal Government initiative supported by the World Bank, aimed at improving women's livelihoods and increasing participation in economic activities through Women Affinity Groups (WAGs). To ensure efficient and compliant implementation, the State Project Implementation Unit (SPIU) requires a qualified Procurement Officer to support all procurement activities in line with World Bank Procurement Regulations for IPF Borrowers (2020) and the approved Project Procurement Strategy for Development (PPSD). OBJECTIVE: To provide end-to-end procurement support to the SPIU, ensuring that all goods, works, non-consulting and consulting services are planned, processed, and delivered timely, transparently, and in full compliance with World Bank standards and Government of Nigeria procedures. DUTY STATION: Katsina State Project Implementation Unit (SPIU) REPORTING TO: State Project Coordinator (SPC) CONTRACT TYPE: Performance-based, 12-month renewable subject to satisfactory performance and project needs

Key Responsibilities

A. Procurement Planning & Compliance • Assist in preparing and updating the Annual Procurement Plan (APP) in STEP • Ensure all procurement activities comply with World Bank Regulations, PPSD, and Financing Agreement • Maintain procurement filing system (soft & hard copies) for audit readiness B. Procurement Processing • Prepare bidding documents, Requests for Quotations (RFQ), REOI, RFPs, evaluation templates, and bid notices • Support bid opening sessions and document proceedings • Coordinate bid/proposal evaluation and prepare evaluation reports for approval • Ensure timely submission and clearance of procurement actions in STEP C. Contract Management Support • Prepare and issue Notifications of Award, contracts, and amendments • Track contract implementation, delivery schedules, payments, and performance security validity • Maintain a contract register and flag delays or non-performance for corrective action D. Capacity Building & Advisory • Provide procurement guidance to SPIU teams and implementing partners • Support training of WAGs and community-level actors on micro-procurement procedures (where applicable) E. Reporting • Prepare monthly and quarterly procurement progress reports • Provide procurement inputs for World Bank missions, audits, and M&E reporting

Required Qualifications

ACADEMIC QUALIFICATIONS: • Bachelor's degree in Procurement, Supply Chain Management, Economics, Business Administration, Law, Engineering, or related field • Professional certification is an added advantage (CIPS, CPSP, ISM, etc.) EXPERIENCE REQUIREMENTS: • Minimum 5 years relevant procurement experience, preferably in donor-funded or public sector projects • Demonstrated experience with World Bank procurement or other IFI (International Financial Institutions) guidelines • Proficiency in Microsoft Office (Excel, Word, PowerPoint) REQUIRED COMPETENCIES: • Strong knowledge of international competitive procurement and national regulations • Ability to prepare bidding documents and evaluation reports accurately • High integrity, transparency, and confidentiality • Strong negotiation, analytical, and communication skills • Ability to work under pressure and meet tight deadlines • Experience using STEP (World Bank's procurement system) is a strong advantage

Experience Requirements

ESSENTIAL REQUIREMENTS: • Minimum 5 years of relevant procurement experience • Experience in donor-funded or public sector projects (highly preferred) • Demonstrated knowledge of World Bank procurement procedures or other International Financial Institution (IFI) guidelines • Strong understanding of competitive procurement processes • Proven ability to handle multiple procurement activities simultaneously • Excellent documentation and record-keeping skills PERFORMANCE EVALUATION: Performance will be evaluated quarterly by the State Project Coordinator (SPC) based on: • Timeliness and quality of procurement processing • Compliance with World Bank standards • Accuracy of documentation and reporting • Support to implementation teams
